Here is some video who may help you out on your way : Keep in mind to make the water wheel to work you need flowing water and too little flowing water and the water wheel do not wanna work so how many levees and dams and floodgates depend on where you wanna place them and what purpose you want them to do depend on your strategy.
Flood gate is able to completely block the water and it work as a spillway as well so when the dry season hit you then you open them even more and this way you spread out your water to other areas, just click on it and the info will tell. Dam, click on it and the info will say : blocks water but allow some to pass through it at the spillway at the top and that means the water is able to to flow to another area when the water level hit the spillway. When you click on it it will say : Blocks water completely. Levee is a solid block and no water can flow through it but the water is able to flow above it when the water have no place to go. Seriously dude how is you able to enjoy the game when you have not yet block 1 river 1 place to slow down the waterflow before the dry season hit you and why all this talking about levees,no insults but i wonder did you not se a item with name dam and floodgate.
How do the levees work? Do I need to line the whole river with levees (which makes building pumps and factories troublesome) or just what? Can I put the levee in the river itself or do I have to build it on the shore? Rather than spend time experimenting I'll just ask.
